- Preheat oven to 350°F (175°C).
- Brown ground meat in a pan over medium-high heat, breaking it into small pieces, until it is fully cooked, about 5-7 minutes.
- Add frozen peas and carrots to the pan with the ground meat, and cook until they are thawed and the mixture is heated through.
- Season the ground meat mixture with salt and pepper to taste.
- Boil diced potatoes in a large pot of salted water until they are tender, about 10-12 minutes.
- Drain the potatoes and mash them with butter and milk until they are smooth and creamy.
- Transfer the ground meat mixture to a 9x13 inch baking dish.
- Spread the mashed potatoes over the top of the ground meat mixture, making sure to cover it evenly.
- Bake the shepherd's pie in the preheated oven for 25-30 minutes, until the potatoes are golden brown.
- Remove the shepherd's pie from the oven and let it cool for a few minutes before serving.
