- Preheat oven to 350°F (180°C).
- Brown the ground beef in a pan over medium-high heat, breaking it up into small pieces, until it is no longer pink, about 5-7 minutes.
- Add frozen peas and carrots to the pan and stir to combine, cooking for an additional 2 minutes.
- Season the ground beef mixture with salt and pepper to taste.
- Transfer the ground beef mixture to a 9x13 inch baking dish.
- Spread mashed potatoes over the top of the ground beef mixture, making sure to cover it evenly.
- Bake in the preheated oven for 25-30 minutes, until the potatoes are golden brown.
- Remove from the oven and let it rest for 10 minutes before serving.
