- Preheat oven to 375°F (190°C).
- Mix flour, sugar, and baking powder in a large bowl.
- Add cold butter and use a pastry blender or fingers to work it into the dry ingredients until the mixture resembles coarse crumbs.
- Pour in heavy cream and stir until the dough comes together in a shaggy mass.
- Turn the dough out onto a floured surface and knead it a few times until it comes together.
- Roll the dough out to about 1 inch (2.5 cm) thickness and cut out rounds using a biscuit cutter.
- Place the rounds on a baking sheet lined with parchment paper and bake for 18-20 minutes, or until golden brown.
- Split the shortcakes in half horizontally using a serrated knife.
- Spoon sliced strawberries over the bottom half of each shortcake.
- Top with the top half of the shortcake and serve immediately.
