- Preheat oven to 300°F (150°C)
- Mix confectioners' sugar, granulated sugar, and salt in a bowl until well combined
- Add cold unsalted butter to the bowl and cream until the mixture resembles coarse crumbs
- Stir in dried lavender buds and lemon zest
- Combine all-purpose flour and mix until a dough forms
- Roll out the dough on a lightly floured surface to about 1/4 inch thickness
- Cut into desired shapes using a cookie cutter
- Place the cookies on a baking sheet lined with parchment paper, leaving about 1 inch of space between each cookie
- Bake for 18-20 minutes, or until the edges are lightly golden brown
- Remove from the oven and let cool on the baking sheet for 5 minutes before transferring to a wire rack to cool completely
