- Preheat oven to 400°F (200°C)
- Mix flour, sugar, and baking powder in a large bowl
- Add cold butter and use a pastry blender or fingers to work it into the dry ingredients until the mixture resembles coarse crumbs
- Stir in heavy cream until the dough starts to come together
- Gently fold in lemon zest and blueberries
- Turn the dough out onto a floured surface and gently knead it a few times until it comes together
- Pat the dough into a circle that is about 1 inch (2.5 cm) thick
- Cut the dough into wedges or use a biscuit cutter to create scones
- Place the scones on a baking sheet lined with parchment paper
- Bake for 18-20 minutes, or until the scones are golden brown
- Remove the scones from the oven and let them cool on a wire rack for 10-15 minutes
- Serve warm and enjoy
